Cycloid powers EU's €180 million sovereign
Cycloid will provide the developer portal for the European Commission's new six-year, €180 million sovereign cloud framework, giving up to 5,000 developers

The European Commission will use French startup Cycloid as the developer portal for its new sovereign cloud framework. Announced on April 17, 2026, the six-year agreement is worth €180 million and will provide unified access for up to 5,000 developers.
The framework grants EU institutions access to cloud services from four European provider groups. This multi-provider approach is a core part of the Commission's strategy to diversify suppliers and reduce dependence on any single company.

Cycloid's platform will serve as a common interface. Instead of logging into separate systems, developers at the Commission can use one portal to access and manage services from all the framework's providers.
Strategic expansion after Series A
This contract marks a major step in Cycloid's growth following a €5 million Series A funding round in February 2025. The round was led by Reflexion Capital and included five French angel investors, bringing the company's total funding to €8 million. At the time, Cycloid said the capital would fuel European growth and an expansion into North America.
The company has also been building its European presence through partnerships. Last year, it signed a strategic agreement with DACH-based services firm cloudXcelerate to bring its platform to businesses facing cloud migration challenges in the region.
Built for developer choice and sovereignty
Founder and CEO Benjamin Brial linked the deal directly to the principle of cloud sovereignty. "A sovereign cloud framework is only as sovereign as the choices it leaves open," Brial said. He argued that the Commission has set a new standard, and the key is for developers to use it with the freedom to move between providers.
Cycloid's technology is designed to centralize access to infrastructure, cloud services, automation, and developer tools. Founded in 2015 by former Red Hat executive Brial, the platform lets organizations create self-service environments for developers while maintaining governance, security, and cost controls across different infrastructure providers.
Deepening ties with EU institutions
The new framework agreement builds on an existing relationship. According to Cycloid, the European Commission previously operated an internally developed portal for nearly a decade before replacing it with Cycloid's platform about a year ago. The platform now connects teams, tools, infrastructure, and automation across the Commission's IT environment.
For platform teams, Cycloid's Internal Developer Portal can be configured around an organization's specific security, governance, and infrastructure needs. Developers then use the resulting self-service environment to design, deploy, and manage applications across private, public, and sovereign cloud setups.
This approach aims to reduce the need for institutions to build and maintain custom developer portals internally. The platform supports official and custom plugins, allowing organizations to connect it with existing IT tools instead of replacing their entire technology stack.
A pre-approved supplier for Europe
Cycloid and the European Commission have also signed a separate strategic agreement. This makes Cycloid a pre-approved software supplier through the Commission's DIGIT software broker. Consequently, other EU public institutions can now procure Cycloid's technology under negotiated rates and terms designed around EU regulatory requirements.
For the startup, this latest deal provides a significant public-sector reference case as it continues its international expansion. It also positions Cycloid at the center of a broader European shift towards sovereign, multi-provider cloud infrastructure, where workload portability between providers is becoming increasingly critical.
