Europe’s weapons factories are expanding at three times their peacetime rate, covering around 7 million square metres of new industrial development. This represents rearmament on a historic scale. Yet this massive build-out risks being undermined by a critical bottleneck in the supply chains that feed these new plants.

Governments worldwide are investing heavily in manufacturing capacity for technologies like advanced semiconductors. They are making a fundamental error, however, by assuming that supply chains will scale in direct proportion to new factory construction. For DefenceTech startups and scale-ups, this flawed assumption can spell disaster. A company can secure funding and orders, only to find its entire production halted by a single scarce component.

The Three Types of Scaling Markets

Effective industrial policy must recognize that not all markets scale in the same way. The report identifies at least three distinct categories, each requiring a different strategic approach from policymakers and entrepreneurs.

In emerging strategic technology markets, a fast-growing manufacturer can demand parts in quantities the wider market has never supplied. The ability to scale then depends not just on technology or orders, but on whether the supply base can grow in tandem. This poses a unique challenge that demands policymakers focus on the suppliers feeding the factories.

The Critical Missing Supplier Base

The current problem is that governments often treat all manufacturing as if it belongs to the second category. They assume suppliers will automatically expand if given enough orders. However, critical defence sectors like advanced semiconductors and quantum technologies belong to the third, emerging category. Here, the market does not yet exist at a scale where supply and demand can increase together.

Suppliers frequently lack the capital, equipment, or confidence to expand without guaranteed demand. This leaves promising scale-ups trapped between high customer demand and inadequate industrial supply. Governments must therefore consider how to develop supplier capacity, manufacturing know-how, and dual-sourcing in parallel with raw production. This could involve supporting second suppliers, funding shared facilities, or tailoring procurement for young companies whose suppliers cannot yet afford to grow.

Resilience is Component-Specific

Policymakers also need to stop treating "the supply chain" as a single entity. Every advanced system comprises components at different stages of industrial maturity. An advanced sensor might combine standard mechanical parts from mature global markets, specialist electronics from a small supplier base, and highly specialised components from an emerging market. Each class requires a different sourcing strategy and presents unique scaling obstacles.

The right policy must be component-specific. Governments should identify which components are freely available, which need long-term coordination, and which require building an industrial base almost from scratch. Startups and their investors must conduct similar analyses, as the weakest link in the supply chain can determine if a successful prototype becomes a mass-produced product.

Europe is building more weapons factories, but factories alone do not guarantee more weapons. A plant can only produce as fast as its suppliers provide chips, machinery, materials, and skilled workers. Therefore, measuring industrial success by factory count is misleading. The far more difficult question is whether the supply base behind those factories can support sustained production, especially during a crisis.

This distinction should shape how Europe views its DefenceTech companies. A startup is not scalable merely because product demand or funding exists. It is scalable only if the suppliers, skills, and know-how that enable its work can develop too. These invisible networks are becoming a primary constraint on defence-industrial growth. Until governments understand this, new factories may create only an appearance of resilience.
